The building is topped by a 37 ft (11 m) bronze statue weighing 53,348 lb (24,198 kg)[1] of city founder William Penn, one of 250 sculptures created by Alexander Milne Calder that adorn the building inside and out. City Hall's observation deck is located directly below the base of the statue, about 500 ft (150 m) above street level. Once enclosed with chain-link fencing, the observation deck is now enclosed by glass. It is reached in a 6-person elevator whose glass panels allow visitors to see the interior of the iron superstructure that caps the tower and supports the statuary and clocks.

City Hall has been the home to Philadelphia city government for more than a century. Once the tallest building in the U.S., the elaborate 14.5-acre masonry structure remains the country’s largest municipal building, and its exterior features more than 250 sculptures, including the 37-foot-tall, 27-ton bronze statue of William Penn atop the iconic clock tower. While interior tours are on hold due to COVID-19, residents and visitors can join the new-for-2021 City Hall Exterior Tour to learn more about the history, art and architecture of the iconic building. I always pass through here on the way to visit my parents or just getting to the other side of town. It's a great building, full of architectural details. Dilworth Park, on the west side, has an ice skating rink in the winter and a run through water fountain in the summer. Love Park, across the street at the end of Ben Franklin Parkway, has the LOVE sculpture and a great view up the parkway to the Philadelphia Museum of Art (with the Rocky steps). A great place to hang out and take a break.
