When I moved here, I tried more than 10 Vietnamese restaurants and this is the best one. Beware on Sunday lunchtime as it gets extremely busy! I recommend the Banh Hoi, Goi Cuon, and obviously Pho! Very affordable and abundant food.

There's also an active nightlife here. You cannot go wrong here. There are also very budget-friendly salsa and ballroom dance lessons at UPenn every weekend!
